I have a 75 supreme that I just got running yesterday it has set for over 25 yrs. in wrecking yard anyway it started out only hazard lights worked you turn on a blinker and the little green arrow in cluster would light up but not flash when trying to operate left or right . I replaced flasher now they work I thought problem solved. I drove car last night right blinker want blink with headlights on turn them off and it blinks no problem on left side. I have only put 9 miles on new motor so far I am having a ball driving this car starting that motor for first time and driving a car that has set for so many years. this has been the most challeging restoration I have ever done but it was worth it. I have pictures of it in pictures and albums

check your sockets in the rear and make sure the grounds are good, my 76 did the same thing for a while, i fixed it in the trunk with a ground if i remember correctly, it was a while ago and there have been way too many cars since then......:)

like many of GM's cars, when the green turn signal light stayed on in the instrument cluster this was an indicator of a bad bulb or bad connection to what ever side the turn signal stayed on. In your case, as noted you need to clean all the connections and replace all the bulbs to be sure there is not something more going on.

Could be the flasher is bad.

On my '76 one of the sockets in the tail lights is messed up and caused something similar. One of the prongs in the socket came off the rest of the metal in there. I bent it with needle nose pliers and put a dab of solder on there and it's been fine since, I didn't want to cut up the wiring harness to change out the socket all together...
It was easy to spot when comparing the two sockets, that there was a problem with one...
