This is sort of a weird one, so bear with me...

OK. So when the headlights are OFF, the front turn signals are dim, or, as bright as the running lights should be. The blinker will blink in the usual interval, then randomly speed up (minus the ticking noise) and then slow back down to the usual pace.

With the headlights ON, the running lights are FULL brightness, as bright as the turn signals should be. When I use the turn signal, nothing happens, they just say on full bright, but the "speeding up" problem still occurs - though not as frequently.

The rear turn signals/brake lights/running lights work as they should.

I've replaced the front bulbs and the turn signal relay. Any other ideas?

if it is only one side I would be looking at the socket itself. I had a problem similar and turned out the socket was bad and the bulb was not grounding properly.

I agree with yogi, sounds like a grounding issue, either a bad socket or somewhere in the wiring to the light.
